Guidelines
for Faculty users of instructional television and audiovisual services
Instructional Television: General Information
- Most classrooms in academic buildings have cable television
outlets and are equipped with
TV monitors/receivers. Channels 10 and 11 are reserved for university
instructional programming and
are available to faculty for scheduling videotaped programs during
class times. There is no charge to
departments for using the CCTV system.
- All video programs in the library are cataloged and accessible
to all faculty wishing to use them. For holdings, check the library's
online catalog
by subject, keyword, title, author, etc. The videotape library
consists of:
- locally produced programs of permanent vlue;
- programs purchased from commercial sources; and,
- programs taped off the air where permission has been granted
of licensing fee paid.
- These tapes may be
viewed on the closed circuit system. Call 831-5716 to schedule CCTV for
a specific time and date.
- Most of these programs are governed by copyright restrictions
and are available for showing "...in a selected classroom
on the basis of an individual request by a professor." We
are not permitted to
publish a schedule or use the tapes for general entertainment.
Scheduling and using video programs
- The Library will schedule instructional television
programs. Call 831-5716.
- Since there are only two channels available for instructional
use, scheduling "air time" is on a first come, first served basis.
Requests for CCTV air time must be made by 3:00 PM the day
prior to the showing.
- Channel designation, 10 or 11, will be given at the time of
the request. Please note on which channel
your program is scheduled and the exact time it is to begin.
- No unauthorized programs will be transmitted. Tapes that are
not part of the library collection should be cleared by Lydia McCallister (831-5716) before being scheduled for use on the system.
Programs taped "off air" at home are considered legal for class-room
use only if they comply with the "fair use" provision of the copyright
law regarding retention.
- Policies established regarding the use of the library-owned
tapes are based on:
- Fair
use, section 107 of Public Law 94-553
- guidelines established by the House appointed Negotiation
Committee;
- license agreements signed with copyright holders;
- restrictions set forth by CBS, NBC, ABC, PBS, ESPN, etc.;
and,
- information secured from conferences on copyright.
Off-satellite taping
Faculty members wishing to schedule teleconferences or acquire
programs off-satellite should contact Lydia McCallister (831-5716).
The department will be responsible for license fees for tapes housed
in the department. The library will fund programs that become part
of the library collection.
Videotape duplication
Videotapes housed in the library as part of the permanent collection
are protected by copyright. A duplicate may be made of a RU production
only for a Radford University instructional need and only under strict
guidelines.
- A departmental copy of a Radford University production may
be furnished upon request if the copyright holder has granted
permission. A statement of intended use, signed by the department
chairman, will be sufficient. The department will be responsible
for furnishing the blank tape.
- Radford University does not, at this time, sell or distribute
duplicates of its programs.
- The Library will handle duplication. Requests for
this service should be made as early as possible.
- As a general rule, the Library does not copy commercial video
programs.
- No video duplication services are available to students.
- The Library provides videotape conversion from one international
standard to another for educational purposes. Please furnish the
blank videotape and sign a release form accepting responsibility
for copyright compliance.
